Job Description Summary

Oversee and guide the overall HSE program for the facility. Provide direct supervision for the HSE Coordinator and any contract HSE resources. Act as an individual contributor in 'hands on' support of the ongoing Operations and Maintenance functions and serve as an HSE subject matter expert to inform and guide local decision making. Support the Site Manager and Leadership Team in defining and delivering continuous improvement in HSE processes and results in the development and execution of process and/or equipment improvements.

Job Description

Position Responsibilities and Specific Duties:

  • Be onsite EHS expert.
  • Manage Basic Safety Process.
  • Obtain & maintain environmental permits.
  • Routinely review EHS operations to confirm compliance.
  • Implementation/compliance with applicable regulations and corporate standards.
  • Provide training on EHS requirements.
  • Stay knowledgeable on regulatory requirements.
  • Manage EHS projects as necessary such as site remediation, waste minimization.
  • Negotiate with regulatory agencies as necessary.
  • Assure that EHS procedures are current and adequate.
  • Assure that emergency plans, spill plans or similar are adequate and current.
  • Provide incident investigation for accidents and spills.

Principal Accountabilities:

Health, Safety and Environment

  • Works safely, maintains a safe work environment, delivers, and attends safety training and other related meetings.
  • Actively manages and drives all HSE programs...Industrial Hygiene, Occupational Safety and Process Safety, Environmental Operations (water treatment processes and water quality, air quality, and waste management) and compliance, Fire Protection, Transportation, Training, etc.
  • Provides leadership to site specific safety processes including Safety Steering Committee, etc.
  • Knows all Elementis HSE policies and procedures and serves as a local subject matter expert and guide on their understanding and execution...with special emphasis on chemical safety and compliance.
  • Knows, understands, and guides compliance with all pertinent HSE regulatory standards (laws, rules, and regulations from OSHA, EPA/TCEQ, etc.).
  • Audits plant processes to ensure compliance with Elementis and regulatory standards.
  • Reports all incidents immediately; serves as a communication conduit for the site relative to HSE incidents and/or exceedances; coordinates local incident management, root cause investigation and analysis, and corrective action management.
  • Serves as the main Elementis HSE resource/contact with respect to community and regulatory relations relative to HSE-related processes and needs.
  • Acts as a liaison between HR and Operations with respect to Worker's Compensation and Return-to-Work programs.
  • Supports facility security and risk management activities.

Production support:

  • Oversees and directly manages the operation of environmental control processes and equipment. Keeps Operations and Maintenance functions informed as to the status and needs of these processes.
  • Serves as a technical HSE subject matter expert regarding HSE requirements for plant processes and equipment.
  • Serves as an HSE resource for the site and secures additional HSE resourcing support if/as needed (either within Elementis or via contract).
  • Conducts field work specifically associated with HSE process management and compliance directly in support of ongoing Operations and/or Maintenance activities (i.e., auditing, permitting, etc.).

Plant records:

  • Collects, compiles, analyses, and manages documents related to HSE compliance processes.
  • On behalf of the Site, reports as required to both Elementis corporate functions as well as regulatory organizations.

Quality:

  • Supports the Quality function with respect to the management of hazardous materials and laboratory environmental control equipment and processes.

Training:

  • Defines HSE related training needs for the employees at the site.
  • Delivers HSE training individually and manages the HSE CBT training curriculum.
  • Monitors and champions site performance and compliance relative to HSE training expectations.

  • Communicates with co-workers regarding status of job and works with all parties to ensure the job is performed to necessary specifications and find ways to do it better.

Decision Making and Organization Skills:

  • Aware of likely consequences of actions, systematic in selecting alternative courses before making decisions, and can quickly identify discrepancies between what is and what should be happening.

Problem Solving:

  • Ability to identify causes and effects in problem situations gathers information to diagnose and assess current situation, clarifying and defining problems. Confronts situations, reacting quickly and effectively in emergency situations, and reflects on root cause to learn from experience.

Additional Job Description

KNOWLEDGE/EXPERIENCE/SKILLS REQUIRED:

  • BS in Engineering, Chemistry, Environmental Science or Occupational Safety

  • Minimum of 7 years EHS knowledge and experience in all aspects of HSE standards, practices, and their application in an industrial environment is required...such experience in the chemical process industries is strongly preferred.

  • Strong communication skills, both written and verbal, and the ability to lead teams is required. A demonstrated comfort and confidence in communicating with large groups is important (e.g., leading a large group in a Safety Stand Down, etc.). Also, key is demonstrated personal style of working in a cooperative culture including seeking others' opinions and a teamwork style environment while being prepared to challenge and influence others towards good practices.

  • Technical strength and proficiency in the use of computer software programs systems (i.e., Lotus Notes, MS Office, and various web-based applications) is required.

  • Organizational skills for guiding a complex and technical workload are required. The ability to work with and within a large organization is also key...the ability to identify, solicit, and engage resources is critical. In addition, the ability to collect and interpret data into information and fact-based solutions and planning using creativity and imagination. Evaluates based on measurable or verifiable criteria.

  • The adaptability and resilience to execute a variety of duties without loss of efficiency or composure is vital.

  • Ability to work in plant environment with all levels of personnel. Knowledgeable on OSHA Process Safety Management standard. Basic knowledge of plant equipment and chemical unit operations. Experience in EHS auditing at manufacturing sites and waste disposal sites. Background in TQM, six sigma, statistical analysis desirable. Certification as a PE, CHMM, CIH, or CSP desirable. Knowledgeable in hazards associated with combustible dust a plus.

Planning of work, relationships, and level of autonomy:

Work is identified through the maintenance work order system, routine interaction with coworkers across the plant, members of the Safety Steering Committee, and peer members of the Leadership Team.

Support entire plant, external contacts with providers, all levels of the organization, both internal to St. Louis as well as other resources within Elementis. Daily interaction with hourly workforce.

OTHER FACTORS:

Physical Requirements: Must be able to walk, climb stairs and wear personal protective equipment as required. Must be able to wear a respirator and self-contained breathing equipment. Frequent work in outdoor conditions. General: Work 8-to-10-hour day shift with occasional nights, weekends, and inclement weather.
