Responsibilities

Capital Planning and IT Governance

  • Provides IT Planning, Budget, Reporting, and Analysis support to the Chief Information Officer (CIO) Organization
  • Support the management of the Agency's IT portfolio, which sets investment priorities and aligns business processes to ensure IT architecture and products align and support mission requirements. Ensures compliance with applicable statutes, regulations, policy, and IT portfolio management and capital planning guidance
  • Reviews annual IT Budget Capital Planning Guidance to ensure compliance with applicable statutes, regulations, policy, and guidance for IT portfolio management, and related capital planning processes. Supports Enterprise Portfolio Management and Investment Review Board business processes including IT investment dashboard scoring, PortfolioStat process, and data inventory for data.gov
  • Supports the CIO organizations in accomplishing the development, preparation, submission, and justification of the Agency's IT budget exhibits including monthly updates and CIO evaluation scores of Major IT Investments to the Federal IT Dashboard
  • Interfaces directly with federal clients and project and program managers across the Agency to comprehend the current portfolio of projects and make recommendations for improvement
  • Designs and implements predictive analytics to inform portfolio management and investment decision processes
  • Develops customized portfolio management artifacts, templates, and analytic tools to assist Agency offices with comprehending the condition of project portfolios and maturing portfolio management processes
  • Support the planning and monitoring of IT investments across the organization.
  • Perform duties associated with the CPIC/TBM processes in satisfying the OMB preparation, submission, and execution of the budget (OMB-A-11) requirements for Information Technology, e-Government, and capital assets management.
  • Support the OMB FedStat, PortfolioStat, Integrated Data Collection (IDC) and TechStat along with annual CIO Portfolio Reviews and the Federal Information Technology Acquisition Reform Act (FITARA).
  • Assist in the development of best practices to establish EVM approaches that support traditional and agile development methodologies.
  • Supports the evolution of portfolio management processes and associated objectives and outcomes to incorporate Agile/incremental methodologies, earned value management/performance management and requirements aligning to FITARA processes and each IITGF decision gates (DGs).
  • Designs data collection strategies that minimize administrative burden and conduct portfolio build and portfolio monitoring analyses that enable leadership to make data-driven decisions
  • Support the rollout of TBM across the organization and ensure integration with CPIC processes, automation tools, and dashboards.
  • Deliver CPIC, TBM, budget, analytics, analytic tools - Dashboards, SharePoint, Project management principles and tools and Governance.
  • Provide technical reviews of Acquisition Approval Requests (AARs) for assigned agency liaison mission areas.
  • Support user training associated with the AAR process.
  • Support conducting user and system testing associated with AAR DME efforts.

Integrated Information Technology Governance Framework (IITGF)

  • Assist in the development of all supporting artifacts and presentations/briefings for quality and readiness review gates.
  • Assist in priortizing agency development projects with a focus on increasing the probability of success on IT projects.
  • Assist in the definition, documentation, refining, and implementation of CPIC phases and related Decision Gate review process, TBM processes, SDLC processes, and FITARA processes
  • Develop an IITGF training plan and provide IITGF training.
  • Assist in developing and implementation a Quality Assurance Program that will confirm compliance with the IITGF policies and procedures as well as defined decision gates.

Program Support

  • Act as the point of contact with the client, providing weekly and monthly reporting and work plans.
  • Lead the management of the project and team using PMI principles and artifacts such as risk and issue logs, project plans, quality plans, risk management plan, and communication plans.
  • Maintain documentation of tasks assigned specifying delivery dates, milestones, and resources allocated to perform the work.
  • Manage day-to-day activities of assigned contractor personnel, including resourcing estimates, skills requirements, and work progress tracking. Develop, document, and maintain an integrated program management plan to coordinate, prioritize and manage resources.

Qualifications

  • USDA experience preferred
  • Ability to prioritize and multitask in a fast-paced environment
  • Able to balance program workload and staffing according to project/program and organizational priorities and goals
  • Experience with AgMax.
  • Experience in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall
  • Excellent leadership, communication (written, verbal, and presentation), and interpersonal skills
  • Self-motivated, and decisive, with the ability to adapt to change and competing demands
  • Tools: MS Suite: Project, Excel, Word and PowerPoint, Visio
  • Experience in successfully leading projects and programs to on-time, on-schedule, and within-budget close
  • Experience leading, motivating, and managing various project and program team sizes, including internal and external resources, while holding the team accountable for performance
  • Strong experience presenting to executive sponsors and demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management
  • Experience influencing and gaining buy-in from executive sponsors, team members, stakeholders, and peers
  • Experience working both independently and in a team-oriented, collaborative environment
  • Flexible with proven ability to conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities
  • Adept at conducting research into project-related issues and products
  • Must be able to learn, understand and apply new technologies

Required Education

  • BA/S Degree in a related field or relevant disciplines
  • Minimum of 15 years of experience
  • Project Management Professional (PMP) certification.

Security Clearance: Must be able to obtain and maintain the required security clearance for this role (public trust)
