Duties and responsibilities

  • Act in an advisory capacity, providing technical recommendations and guidance to ensure business solutions leverage the most efficient and effective technology.
  • Identify opportunities to more efficiently and effectively deliver services, including the use of new and emerging technologies.
  • Develop supporting requirements, along with assessed current capability information and field user feedback to help guide decision making.
  • Work across all areas of the Business and IT to ensure each organization's perspective is considered, build consensus, and can move forward in delivery.
  • Work with the business to document business capabilities, functional and non-functional requirements, and conduct reviews with the business and IT stakeholders.
  • Lead the development of enterprise assessment services, such as IT Portoflio Rationalization, application rationalization, capability maturity analysis, compliance and risk assessments, and current state analysis
  • Lead strategic planning efforts such as roadmap development, target state and transition state architecture, DevOps and Agile transformation support, technology and application lifecycle management
  • Lead research and evaluation efforts such as analysis of alternatives, business process analysis and modeling, solution technical recommendations, trend analysis and new technology research
  • Lead the development of reference architecture development, solution architecture review and guidance, general architecture consulting
  • Lead documenting Architecture to cover all key architecture domains, including Business, Data/Information, Integration, Technology (Infrastructure), Network and Security Architecture.
  • Develop strategic technology plans and road maps, including business capability planning
  • Experience with the components of business architecture such as business capability maps, value streams, process models, systems and applications mapping, data and information mapping, organizational structure, location mapping, and roles mapping.
  • Analyze business needs and priorities and recommending changes to current technology or processes to meet those needs
  • Synchronize IT strategy and planning with the organization's existing and future business goals
  • Support all design review gates and develop appropriate artifacts as needed by the project management policies and procedures.
  • Provide EA training and mentoring to contract and government staff.
  • Provide architectural support for technology and user experience requirements, to design device-agnostic websites
  • Maintain Target Architectures, and assist the department in the planning, design, integration, change management, and implementation of required capabilities aligned with the CPIC process.
  • Support Enterprise Architecture governance processes and key milestones (including review of Conceptual, Logical, and Technology Architectures, Arranging Architecture Review Board sessions, Facilitating Operational Readiness Reviews.
  • Develop semantic, conceptual, logical, and physical data models
  • Oversees all aspects of a project, leading a team on large projects or technically complex projects.
  • Serve as central coordinating body between internal and external partners, using strong negotiation, relationship management and communication skills to ensure parties are appropriately informed, engaged and driving desired results in support of client initiatives
  • Responsible for the overall direction and management of all activities including consolidated data reporting, risks and issues, and financial and schedule parameters
  • Serves as the lead for contract execution ensuring execution is within defined performance and cost
  • Maintains and manages the client relationship at the senior levels of the client organization and promotes communication among client divisions and stakeholders
  • Ensures consistency among strategic IT service delivery
  • Serves all inquiries regarding contractual matters
  • Aligns program management support with agency strategy.
  • Participate in business development including the expansion of existing projects, responding to RFP responses, client presentations and executing Statements of Work (SOW)
  • Analyze new and complex project related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.
  • Ability to connect strategy to execution, bridging the gap between current state and future state keeping risk, cost and dependencies in mind.

Qualifications

  • Bachelor's degree in Computer Science, Software Engineering, Business Administration, Management or another scientific or technical discipline
  • 10-15 years of relevant experience
  • PMP required
  • Experience within the USDA environment
  • Experience with Enterprise Architecture Visioning Environment (EAVE)
  • Experience with cloud migrations
  • Experience with continuous integration/continuous delivery (CI/CD) processes and concepts
  • Agile and Lean Project Management (LPM)
  • Demonstrated experience building business and interfacing with senior clients.
  • Ability to explain complex business architecture clearly for a non-technical audience
  • Ability to synthesize information together from a variety of sources
  • Strong understanding of enterprise architecture as it relates to clients information systems
  • Able to serve as a liaison between both business and technical teams to drive effective, timely solutions that fulfill both strategic and operational needs
  • Experience planning and leading major technology assignments while ensuring client satisfaction across the departments
  • Excellent verbal and written communication skills
